Heavy downpours in Manila have submerged major and minor roads, bringing traffic to a near standstill and forcing commuters to wade through floodwater to reach the metro. Within 12 hours, 100 millimetres of rain fell, adding to a month and a half’s worth of rainfall in just two weeks and prompting mid‑day cancellations of government work and classes. Two weather systems are intensifying monsoon rains, after Typhoon Dolphin triggered deadly landslides in Baguio.
